That 850W power supply doesn't constantly draw 850W from the wall. It can deliver up to 850W to your components, but what it actually draws depends on what you are doing (gaming vs. spreadsheets) and the efficiency of the unit.
Ryzen 5 (100W) + RTX 3070 (220W) + Misc (60W) = 380W Peak. If you have a 650W PSU, you are safe. If you have a 500W PSU, you are flirting with disaster.
