The building is going into lockdown, and the only way out is to flood the lower levels with sea water (the building is built on the waterfront). Michael realizes there is one final problem: the door to the escape tunnel can only be opened from the control room, and it requires a manual override that will flood the room they are in first. Someone has to stay behind to open the door, then get trapped in the rising water.
